PROBLEM TO BE SOLVED: To exchange a valve provided to a storage body while the storage body is in an online state, by mounting to the valve, sealing an outlet side, sealing inert gas of vortex passing the valve and entering to the storage body inside the storage body, and supplying the inert gas via a part of the storage body. SOLUTION: Valve outlet side sealing means 1 in which a predetermined space at an outlet side of the valve is in a sealed state, gas sealing means 2 stored in a predetermined space of the valve outlet side sealing means 1 while a part thereof is exposed to an outside and jetting inert gas of vortex shape inside the storage body and jetting inert gas of flow velocity toward inside the storage body at a vicinity to a center of the vortex while entering to the storage body from the predetermined space via the valve, and inert gas supply device 3 for supplying the inert gas via a part thereof to the gas sealing means 2 are provided. Contents stored in the storage body by the inert gas of flow velocity facing the vortex and the vicinity of its center are eliminated from a vicinity of the valve, and gas sealing is performed near the valve inside the storage body. Accordingly, the valve can be exchanged without stopping an operation of the storage body.
