PROBLEM TO BE SOLVED: To instantaneously distribute a different code for each request by preliminarily generating and storing a data conversion code, when a data conversion code generating request does not exist and setting a data conversion code from among stored data conversion codes, when a data conversion code generation request exists. SOLUTION: A state-managing means checks the existence/absence of a request for key generation from a user. When the request for key generation does not exit, a key-generating means generates beforehand a key from key generation information, such as encryption algorithm and a key size. A key- checking means checks the effectiveness of a generated key such as the duplication with already generated keys, and a key decided as being appropriate for managing is stored by a key-managing means. When there is a request for key generation from a user, the state managing means recognizes the request and a key acquiring means acquires a code among keys stored by the key managing means according to prescribed acquisition reference. A key-setting means sets the acquired key to a storage device such as an IC card.
