PROBLEM TO BE SOLVED: To provide a roller hardly causing rust and corrosion at a low cost by providing a conductive elastic layer on a conductive shaft, making the shaft of iron or an alloy with the specific content of iron, and forming an elastic member of thermoplastic elastomer as a main component. SOLUTION: At the material of a shaft, there are iron, an iron alloy, steel and cast iron, and an alloy with the iron content of 90 wt.% or more and an iron alloy with the chromium content of 10 wt.% or less are excellent in rigidity and excellent in rigidity and strength with the carbon content of 0.25-3 wt.%. Shape is determined on whether to be hollow or not from cost and rigidity, and in the case of being hollow, wall thickness is determined. A conductive elastic layer is not particularly limited as long as the main component is thermoplastic elastomer not needing a vulcanization process after forming, and general- purpose styrene, olefine or ester elastomer is used. In a method of forming a roller, the roller can be formed well by heat fusing molding such as general extrusion molding or injection molding. With this constitution, the roller low in cost, excellent in quality and integrally balanced can be obtained.
