PROBLEM TO BE SOLVED: To contrive the facility of restoration of underground water and a method for water passing after construction completion by preparing earth retaining blocks at prescribed intervals, forming a connection sheet pile having a joint material provided on a side end, and mutually connecting the earth retaining blocks. SOLUTION: In the construction of an underground structure, an earth retaining wall A is embedded in a support layer or an impervious layer on the ground of both sides sandwiching construction ground to be prepared, fixed on the ground, and after the building frame of the structure is constructed, soil and sand is back-filled. A water passing layer such as gravel and crushed stones is provided at a part of height corresponding to underground water, vibration is applied to a connection sheet pile 8 to cut a joint material of connection with the ground and the connection sheet pile 8 is pulled. A water passing part connecting the rear face ground of the earth retaining wall A and the ground of a construction side is formed between earth retaining blocks 1, 1, and the pulled connection sheet pile 8 is repeatedly used for next execution. Thereby the water passing part communicating with underground water is provided, and the earth retaining wall A functioning as the earth retaining wall and an impervious wall during construction can be made a water passing wall restoring underground water after construction completion.
