PROBLEM TO BE SOLVED: To provide an effective inexpensive method for preventing harmful burning to the working surface of a working tool. SOLUTION: Relating to the two roll skew rolling type piercer provided with the working tool for rolled stocks whose plastic deformation region is closed across the axial line of roll at the time of piercing the hollow tube stock and with which the tube stock is manufactured from the high alloy steel, the working tool is respectively composed of a substrate consisting of a base material and a base stock for forming the working surface, having a burning proofness to the high alloy steel and high strength at high temperature. Besides, the method for manufacturing the hollow tube stock with this piercer is obtained.
