The removal rate of the nitrogen and the phosphorus is determined from the output signal of the total nitrogen and total phosphorus meter 32 before and after the treatment of the inflow water and the opening degrees of the valves 20 and 10 are controlled by controller 33 and 34 in accordance with the removal rate.
