PROBLEM TO BE SOLVED: To enable the operation of a treating vessel with high controllability by measuring the concentration of the nitrogen and phosphorus of inflow water before the nitrogen, phosphorus, etc., are removed and controlling the operation of the treating vessel in accordance with the concentration when removing the nitrogen, phosphorus, etc., contained in the water flowing into the treating vessel. SOLUTION: A part of sludge of a settling vessel 7 of the treating vessel 1 comprising an anaerobic vessel 2, oxygen-free vessel 3 and aerobic vessel 4 is returned via a pipe 8, a pump 9 and a valve 10 to the anaerobic vessel 2 and aeration air is blasted by a blower 13 and a valve 20 to the aerobic vessel 4. With such treatment apparatus, part of the inflow water is transported in an untreated state to a total nitrogen and total phosphorus meter 32 via the pipe 8 and a valve 31a and part of the treated water is transported via a valve 31b to the total nitrogen and total phosphorus meter 32. The removal rate of the nitrogen and the phosphorus is determined from the output signal of the total nitrogen and total phosphorus meter 32 before and after the treatment of the inflow water and the opening degrees of the valves 20 and 10 are controlled by controller 33 and 34 in accordance with the removal rate.
