SUBSTANCE: the powder charge is made in the form of cylindrical cartridge - monoblock with one or several concentrically arranged by rows radially directed fine-component rays outgoing from concentrically arranged rings, the thickness of the rays equals the thickness of the rings. The device has a die with a needle holder and needle installed in it and provided with a draw plate consisting of several dicks, forming its inlet and outlet faces and having connecting spokes. The draw plate is installed at the die outlet. The draw plate outlet face is made with one or several rows of concentrically arranged and radially directed dissectors, which form concentric rows of slots and annular gaps between the rows, having a width equal to that of the slots, the external raw of dissectors is formed in the body of the draw plate outlet disk, and the subsequent rows of dissectors are connected by annular links, in turn, rigidly connected to the spokes of the subsequent draw plate disk, and the draw plate inlet disk is fastened by spokes to the needle holder.
