Bubble communicating agent, carbonate synthetic catalyst, and carbonate compound are included in resin composite containing at least urethane combination and urea combination. Namely the foaming heat insulation material 4 forms bubbles 7 having communicating ports 6 by resin skelton 5 mainly composed of urethane combination, urea combination, and carbonate compound, bubble communicating agent 8 and carbonate synthetic catalyst 9 dissolved in the wall face of the bubble or the resin skelton part is dispersed, and the bubble is filled with volitile foaming agent. Hereby gas content remaining in the bubble 7 is filled with volatile foaming agent.
