PROBLEM TO BE SOLVED: To continue software distribution to a hierarchy that is lower than an intermediate hierarchy even when software distribution to the intermediate hierarchy fails due to some reason. SOLUTION: A separation system with four hierarchies consisting of hierarchies 0 to 3 is formed for machines 1 to 10. When the distribution of software to the machines 2 and 3 fails in the case of setting the machines 2 and 3 as respective alternate machines, there is a possibility of entering an infinite loop by sequentially changing a distribution destination to the machines 2 and 3. When a machine once selected as an alternate machine is a machine already failing in distribution there, software is distributed directly to a machine of a hierarchy being lower than the machine failing in distribution, while jumping the machine.
