PROBLEM TO BE SOLVED: To easily restrain a jump even to a vertical directional earthquake motional component by substantially forming the opening parts in the same shape in the lengthwise direction of rails for a base isolation device, and arranging the rails so that a pair of wheels can roll. SOLUTION: A base isolation device 1a is arranged by having the same almost U-shaped opening parts in front and in rear by symmetrically fixing a pair of groove-shaped material rails 2 back to back by adhesion, welding or a fixing tool such as a bolt. A pair of horizontal directional wheels 5 are longitudinally symmetrically installed in the almost U-shaped opening parts of the rails 2 so as to be rollable, and in wheel shafts 6, an outside end part is fixed to a pair of (8b)s uspended in the vertical direction in front/rear end parts of a base part 8a of a shaft support material 8 by penetrating through the axis of the wheels 5 toward the longitudinal outside from the connecting surface 2c side to rotatably journal the wheels 5 to thereby easily restrain a jump even to a vertical directional earthquake motional component.
