PROBLEM TO BE SOLVED: To prevent the vacuum phenomenon in the stop of the rotation of a hydraulic motor, prevent the increase of a weight and the cost, manufacture the compact and light-weight structure and improve the flexibility by communicating a drain passage to a main passage through a communicatin passage including a check valve for preventing the back flow from the main passage. SOLUTION: In the stop of the driving of a hydraulic pump 1, a direction switching valve 2 is located on a cut-off position 2c and the rotation of a hydraulic motor 4 is stopped. On this occasion, a counter balance valve 3 is slowly returned to a cut-off position 3c, the oil of a drain passage D1 or a drain passage D2 is supplied to a main passage L1 or a main passage L2 through a communication passage L3 or a communication passage L4, and a check valve C1 or a check valve C2, and a device including the hydraulic motor 4 and the main passages L1, L2 can be prevented from being totally shocked. Whereby the compact and light-weighted hydraulic motor 4 can be easily applied and widely used without increasing the weight and cost.
