PROBLEM TO BE SOLVED: To prevent overcharging and prolong the service life of charging means, by operating a switching element only at the time of boosting the generated power, utilizing a microcomputer which drives and control the load of an apparatus. SOLUTION: A microcomputer 25 boosts the thermoelectromotive force generated by a thermoelectric generating means 16, making it the charging current within a prescribed range by turning on and off the transistor Tr within a booster circuIt 21, and causes power to accumulate in a storage battery 22. This controller supplies a load drive circuit 26 with this power. As a result, the storage battery 22 is not be overcharged, so that the service life of a battery is extended.
