PROBLEM TO BE SOLVED: To contrive the improvement of execution and safety by applying a prescribed amount of an adhesive on the surface of a floor heating panel sticking a uniform heating plate on the surface, and mounting and adhering a floor material sticking the porous material of a prescribed nicking amount on the rear face of a floor plate base board. SOLUTION: At first, a projection plate is decorated to be stuck on the surface of a floor plate executing tongue work on an edge plate, and reinforced paper, a polyethylene moisture-proof sheet and a porous material such as non-woven fabric of a nicking amount of 40-200 g/m2 in this order are stuck on the rear face of a floor material. Next, a warm water pipe is buried, a plurality of floor heating panel base boards sticking an aluminum foil are laid on the surface, and an adhesive of 100-600 g/m2 is stuck on the surface of an aluminum foil. The floor material is positioned from near a window to be mounted on the applied face of the adhesive so as to be adhered.
