PROBLEM TO BE SOLVED: To provide an absorbing/losing/shielding body for an incoherent wave to exclude an electromagnetic wave that is harmful to human bodies and electric/ electronic circuits. SOLUTION: The absorbing/losing/shielding body for an incoherent wave is formed by loading a conductor 2 onto a dielectric 1. A raw material of the dielectric 1 is characterized in having a large dielectric loss at a microwave region (several G-several hundreds G Hz), and neoprene rubber or silicone rubber for example, but not limited to the configuration above. A raw material of the conductor 2 is characterized in having a high electric conductivity and silver, copper or gold, for example, gold plating is preferable from the standpoint of the chemical stability and of the cost, but not limited to the configuration above. The absorbing/losing/shielding body is characterized in the forming of combination between the dielectric 1 and the conductor 2, as a means of the combination, it is considered that the conductor is vapor-deposited/plated on the dielectric or an adhesive is used to adhere the dielectric and the conductor, for example, but not limited to the configuration above.
