PROBLEM TO BE SOLVED: To provide a guaranteed access to a priority subscriber such as an emergency personnel by reserving radio communication equipment for a radio wave subscribers assigned to service priority larger than a prescribed threshold. SOLUTION: A radio service provider manually activates a system and provides radio communication service which is guaranteed for a priority radio communication subscriber 101 by the selected service priority degree when an emergency situation occurs. In this case, a usable radio communication capacity in the communication system is measured, a prescribed delay is given when the capacity is not smaller than the prescribed threshold and a main process is started again. Unless the capacity is smaller than the prescribed threshold, the main system is activated. In any case, access to the reserved radio communication capacity in the radio communication system is provided to the radio wave subscriber to which the prescribed service priority is assigned.
