PROBLEM TO BE SOLVED: To prevent damage to a seat back in rear end collision and protect a human body from being injured. SOLUTION: A lower end of a frame 4 of a seat back 3 is pivotted on a reclining device 5, a housing 8 on which an energy absorbing wire 7 is wound and accommodated, is mounted on a front surface of the seat back 3, the wire is fixed to the front side with respect to a pivot point of the seat back frame 4 of the reclining device 5 through a stopper 16, and the external force in rear end collision is absorbed by the drawing-out resistance of the wire 7.
