PROBLEM TO BE SOLVED: To improve the productivity of a packaging bag. SOLUTION: Each transverse seal bar 71 is movable in the horizontal direction opposite to each other, and two heaters 74 are respectively built therein. A heat resistant rubber 72 is embedded in a part of a pressing surface of each transverse seal bar 71 with its surface exposed, and a pressing projection 71a is formed in a portion where no heat resistant rubber 72 is embedded. The heat resistant rubber 72 is disposed in a positionally shifted manner so that the heat resistant rubbers 72 and the pressing projections 71a are not opposite to each other in the relationship to the transverse seal bar 71 opposite thereto.
