PROBLEM TO BE SOLVED: To easily assemble an interlocking shaft to a seat by inserting and assembling the interlocking shaft from one side after the left and right seat reclining devices are mounted on the seat. SOLUTION: An interlocking shaft 4 is inserted into a through-hole 13 of a lower arm 1 of one of seat reclining devices 10R, 10L through a seat cushion frame from one side of the seat reclining devices 10R, 10L, after the seat reclining devices 10R, 10L are mounted on the left and right of the seat. The interlocking shaft 4 is further passed to a through-hole of a cam to be inserted into a through-hole 23 of an upper arm 2, so that it is inserted in the lower arm 1, the through-hole of the cam, and the upper arm 2. After the insertion of the shaft 4, a snap ring 8 is mounted in a groove of the interlocking shaft 4 for fixing the interlocking shaft so that it is not axially moved. The other end of the interlocking shaft 4 locks an operation lever 7 having a mounting hole to be engaged with the spline shape of the interlocking shaft 4 by a screw component 9.
