PROBLEM TO BE SOLVED: To dissolve the unnaturalness of sound and to provide excellent sound signals by controlling the level of a first sound signal in accordance with first and second sound signals and the output of a level detection means. SOLUTION: L channel sound signals and R channel sound signals from respective stereo microphones 103L and 103R are amplified in respective amplifier circuits 303 and 301, outputted to respective level control circuits 307 and 309 and also outputted to an adder 305. The level control circuits 307 and 309 respectively control the sound signal levels of an R channel and an L channel from the respective amplifier circuits 303 and 301 on the basis of control signals from a control circuit 313 and outputs them to an encoding part 203. The sound signals of a sub microphone 111 are amplified in the amplifier circuit 311 and then outputted to the control circuit 313. The amplifier circuit 313 controls the level of the sound signals of the R and L channels on the basis of output signals from the adder 305 and the sound signals from the amplifier circuit 311.
