PROBLEM TO BE SOLVED: To provide a heat-developable photosensitive material especially adapted to a printing plate, and superior in dot reproducibility at the time of printing on a PS plate, and superior in conveyability and resistance to occurrence of pinholes at the time of exposure and to occurrence of scratches, and high in Dmax and contrast, and capable of ultrahigh speed processing, and to provide an image forming method. SOLUTION: The heat-developable photosensitive material is provided on one side of a support with a photosensitive layer containing an organic acid silver, silver halides, a binder, a reducing agent, and a contrast enhancer, and the outermost layer on the side of the photosensitive layer has an average centerline roughness Ra and a 10 point average roughness Rz and a maximum roughness Rt, satisfying the following expressions: 0.05<=Ra(E)<=1, 1.5<=Rz(E)<=10, 2.0<=Rt(E)<=12, 10<=Rz(E)/Ra(E)<=70, in which Ra(E) is assumed to be Ra (μm), Rz(E) is assumed to be Rz (μm), and Rt(E) is assumed to be Rt (μm).
