A multi-zone female component (22) for a refastenable fastening device, said multi-zone female component for engaging a complementary hook fastening component (24) which has a base with individual hooks (28) having blunt heads (38) extending outward from said base, said multi-zone female component (22) comprising: a first zone (30) comprising a first nonwoven web having a basis weight of between about 8.5 and about 18 g/m2 comprised of fibers with a denier of between about 2 and about 6; a second zone (32) comprising a second nonwoven web having a basis weight of between about 8.5 and about 36 g/m2 comprised of fibers with a denier of between about 2 and about 15; and a backing (34) adjacent said second nonwoven web (32), wherein said first nonwoven web (30) and said second nonwoven web (32) are held in place with respect to said backing with said second nonwoven web in between said first nonwoven web and said backing (34).
