PROBLEM TO BE SOLVED: To judge the number of parking vehicles to be simultaneously parked (the proper number of simultaneous parking vehicles) in order to properly park the target number of vehicles in a specified time band. SOLUTION: A proper parking vehicle number judging device is provided with an entering/going-out detector (A) for independently outputting an entering signal or a going-out signal when the vehicle enters or goes out of a parking lot, a time difference arithmetic means (B) for calculating a time difference between the generation times of the same order entering and going-out signals, a time difference accumulating means (C) for accumulating the time differences to obtain a time difference cumulative value, an average parking time arithmetic means (D) for dividing the time difference cumulative value by the generation times of the going-out signal to obtain an average parking time H, a target number setting means (E) for setting the target vehicle number A, a time difference setting means (F) for setting the time band within a parking usage possible time, a time difference arithmetic means (G) for calculating the time lengthΔt of the set time band and a means for calculating a formula: the proper number of simultaneous parking vehicles y=((the target parking vehicle number A÷the time lengthΔt of the set time band)×the average parking time H).
