PROBLEM TO BE SOLVED: To obtain a moving picture editing and browsing device by which a time required for image display or printout can be reduced and a user can simply edit and browse an image by extracting a representative scene in the order of higher importance and outputting the extracted representative scenes in the order of the appearance of a moving picture signal. SOLUTION: A moving picture reader 24 and a scene change detector 25 act on a moving picture signal recorded on a CD-R 23 and a scene change time storage means 26 generates a database and stores it. When the scene change time storage means 26 generates the database, a scene time calculation means 27 is started to calculate the importance of each scene and a priority storage means 28 generates and stores a database. A thumbnail extracting device 30 extracts thumbnails in the order of higher priority from the database stored in the priority storage means 28. Thus, even when many scene changes are detected from moving pictures, a user can easily edit and browse a desired scene.
