PROBLEM TO BE SOLVED: To reduce production of dioxins through a simple system by adding a nitride compound to refuse charged into an incinerator and carried to a drying zone and then incinerating the refuse. SOLUTION: A drying stage fire grate 13a, a combustion stage fire grate 13b, and a post-combustion stage fire grate 13c, each having a carrying function, are provided stepwise in the combustion chamber 12 of an incinerator. Inside of the combustion chamber is sectioned into a zone for drying charged refuse 60, a zone for combusting the dried refuse, and a zone for ashing the refuse carried in combusting state by post-combustion. The incinerator 10 is attached with means for adding a nitride compound to refuse in the combustion chamber 12. The nitride compound adding means 50 comprises a tank 51 storing an aqueous solution of a kind of nitride compound, i.e., urea, a urea supply pump 52, and a urea injection nozzle 53.
