PROBLEM TO BE SOLVED: To provide a starting control device for an internal combustion engine to ensure excellent startability and fuel consumption, suppress the increase in weight and a manufacturing cost, reduce the size of a device, and perform automatic restarting. SOLUTION: A starting control device 1 comprises an electric motor 9, an oil pump 4 driven by the electric motor 9, an accumulator 5 to accumulate an oil pressure from the oil pump 4, a hydraulic motor 6 to start an internal combustion engine 3 by drive effected by an oil pressure accumulated by the accumulator 5, a solenoid valve 7 to control a feed of an oil pressure to the hydraulic motor 6, and an ECU 2 to control the internal combustion engine 3 to be started by driving the solenoid valve 7.
