PROBLEM TO BE SOLVED: To enable an operator to edit information recorded on a recording medium without waiting the end of a broadcasting program under recording and to end recording of the broadcasting program almost in real time. SOLUTION: A first storage means 2 writes input information at all the time. Except for the time of editing, the information stored in the first storage means 2 is recorded on a second recording medium by a second recording and reproducing means 3. When the operator requests editing, the second recording and reproducing means 3 stops writing information and an editing means 6 edits the information recorded on the second recording medium by reloading a recording content managing table recorded on the second recording medium. When the operator cancels the editing request, the second recording and reproducing means 3 restarts writing information outputted from the first storage means 2.
