PROBLEM TO BE SOLVED: To attain partial rewrite of a video signal and an audio signal that are high-efficiency coded and once recorded. SOLUTION: A video coding decoding section 1 encodes the video signal so as to have a prescribed code quantity in a unit of groups each consisting of a prescribed number of images. An audio coding decoding section 2 encodes a received audio signal, so that the audio signal associated with the one group has a prescribed amount. A MUX/DEMUX3 mixes video data and audio data that are coded and gives the mixed data to an error correction section 4 in the unit of groups. The error correction section 4 adds an error correction code by each group to form recorded data. Then the data are recorded in a recording medium at any time by using one group for one recording unit. Using this one group as the minimum unit for partial rewrite.
