PROBLEM TO BE SOLVED: To provide a multiplexer such as a terminal adaptor in an ISDN that can save charging imposed on a speech between extension telephone sets. SOLUTION: In the case of making a speech from an extension telephone set 22 of a multiplexer TA2 to an extension telephone set 32 of a multiplexer TA3, a call having already been set for a speech between the extension telephone sets 21, 22 between the multiplexers TA2, TA1 is multiplexed on a call having already been set for a speech between the extension telephone sets 14, 31 between the multiplexers TA1, TA3 and the resulting call is communicated so as to attain a speech between the multiplexer TA2 and TA3 that is to be a charging object without the need for a new setup.
