PROBLEM TO BE SOLVED: To calculate the remaining capacity of a secondary battery after being refreshed. SOLUTION: A secondary battery 3, having experienced a memory effect, is discharged for refreshing, and the current flowing through the battery is cumulated to calculate the capacity of the secondary battery. The fully charged capacity of the battery after refresh is corrected by the preset refresh capacity than that prior to the refreshing.
