PROBLEM TO BE SOLVED: To provide a highly reliable mobile supervisory device that a user can use at any place, whose data cannot be viewed and falsified by a third party and that can surely secure evidences of criminals and accidents unexpectedly encountered. SOLUTION: A coding section 106 of the mobile supervisory device 1 applies compression coding to a sound picked up by a microphone 110 and an image picked up by a camera 111 to convert them into digital video data and sequentially records the data in a DVD-RAM 112 of a data storage section 108. In the case that a shock detection section 107 detects that a destructive shock is exerted to the mobile supervisory device 1, the data storage section 108 reads the video data having already been recorded in the DVD-RAM 112 and gives the data to a rate conversion section 104. Then the rate conversion section 104 converts the video data into video data at a rate proper to transmission. Then a transmission reception section 105 transmits the stored data whose rate is converted and that are not transmitted to a base station 5.
