PROBLEM TO BE SOLVED: To provide a system and a method for transmission and reception of encrypted information that provides a re-synchronization mechanism of encrypted information between a transmitter and a receiver. SOLUTION: An encrypted synchronization counter of a transmitter generates a transmitter signature tag. An encrypted synchronization counter of a receiver corresponding to that of the transmitter generates a receiver signature tag. Information is encrypted and the transmitter signature tag is added to the encrypted information. The transmitter signature tag is compared with the receiver signature tag, and when they are identical to each other, the encrypted information is interpreted into a plain text. When the tags are not equal, the receiver encrypted synchronization counter is incremented, the receiver signature tag is calculated so that whether or not the receiver is resynchronized with the transmitter is discriminated. When no resynchronization is successful after the increments by the prescribed number of times, a resynchronization step is started.
