PROBLEM TO BE SOLVED: To enable a short circuit which occurs between a power supply line and a ground to be surely and quickly opened in a short circuit mode in which a varistor or an arrester is broken down. SOLUTION: A temperature fuse is bonded to a varistor or an arrester coming into close contact with its surface so as to enable heat dissipated from the varistor or arrester to be conducted well to the temperature fuse, the lead terminals of the fuse and the varistor are integrally bonded together by pressure, by which heat dissipated from the varistor or arrester is conducted to the temperature fuse to melt it.
