PROBLEM TO BE SOLVED: To provide a picture processor and a picture processing method capable of saving a memory, suppressing, and displaying the deterioration of an obtained picture. SOLUTION: In a dither processor 10, dither processing is performed to so- called picture data by an adder 18, a re-quantization arithmetic part 20a and an error calculation part 20b. Concerning error data to be supplied to the adder 18, error data including a random number or a pseudo random number is outputted only with requested timing by switching a selection switch 14 in accordance with a switch controller 16a by a switch control 16 from among plural kinds of error data including the random number or the pseudo random number and error data from a delay output circuit 12b is supplied and proceeded in addition to it. Thus, randomness is provided to the error data by simple constitution and the occurrence of stripe patterns appearing in a picture when uniform picture data, e. g. is supplied in suppressed to make the picture easy to see.
