PROBLEM TO BE SOLVED: To provide a ground improving device capable of three-dimensionally mixing and stirring excavated soil with low resistance. SOLUTION: A rotatable cylindrical body 12 is provided to a horizontal shaft body 4 mounted on a ring body 5 rotatable to an excavation shaft 1, four projected pieces 13 radially extended from the direction of an axis G2 of the horizontal shaft body are provided to the outside of the cylindrical body, a guide 201 extended parallel with the excavation shaft and only making up and down motion together with the excavation shaft is provided to the ground improving device equipped with a lever body 14 rotated around the horizontal shaft body 4 by touching the predicted pieces 13 with the rotation of the excavation shaft, the guide 201 is fixed to the end of the horizontal shaft body 4 through an intermediate member 7, and the horizontal shaft body 4 makes up and down motion together with the excavation shaft 1 and is held around the excavation shaft 1 in a state incapable of being rotated. Three-dimensional mixing and stirring are obtained without cutting the front end of the horizontal shaft body 4 into the excavated soil of the outside of an excavated diameter, so that excavation can be carried out with low resistance.
