PROBLEM TO BE SOLVED: To obtain a board which is inexpensive and simultaneously considering flame retardancy, suppression of fumes or environmental conservation when it is burned. SOLUTION: This board is composed of a pulp supporting moisture and improved in flame retardancy by keeping moisture in the pulp at a constant value for a long period.
