PROBLEM TO BE SOLVED: To provide a binder fiber which has a solution temperature suitable as the binder fiber in water, a small elution rate and a small shrinkage rate in water at the ordinary temperature, and further a high swelling degree in water, and to provide paper using the binder fibers. SOLUTION: This polyvinyl alcohol-based binder fiber comprises a polyvinyl alcohol-based polymer having a dissolution temperature of 40 to 70 deg.C in water, a swelling degree of 80 to 350% in water, a maximum shrinkage degree of <=10% in water, an elusion rate of <=20% in water, a water dispersion level of <=10, and an average polymerization degree of >=1,000.
