PROBLEM TO BE SOLVED: To provide a fractional E1 link unit between a base station and a control station. SOLUTION: The fractional E1 link unit is provided with a clock conversion section, that receives a frame synchronization clock and a system clock and converts the received system clock into a clock corresponding to the subscriber number, a processor that synchronously interfaces transmission/reception data of a base station with the clock from the clock conversion section, a framer/ transceiver that applies framing only to a specific time slot, in matching with the fractional E1 link for output data from the processor synchronously with the frame synchronization clock and the system clock, receives data sent from the fractional E1 link and transfers the data to the processor, and a multiplexer/ demultiplexer that multiplexes data sent from the framer/transceiver and other base station, transfers the multiplexed data to an E1/T1 link, demultiplexes data sent from the E1/T1 link and transfers the demultiplexed data to the framer/transceiver in respective base station.
