PROBLEM TO BE SOLVED: To provide accommodation and access system unit for ISDN subscribers, whose traffic can be reduced. SOLUTION: A subscriber side unit 6 contains a plurality of ISDN subscribers 8 and has a subscriber side controller 7 having a relay function for frames specified by a link access protocol LAP and part of a termination function, and is connected to a relay line 9. An access network AN side unit 4 has an AN side controller 5 having a relay function of frames specified by the LAP and having a function of terminating frames from an interface line 3, and is connected to the subscriber side unit 6 via the relay line 9. A local exchange(LE) 1 has an LE side terminator 2 that has a function of terminating the frames specified by the LAP via the interface lie 3 from the AN side unit 4.
