PROBLEM TO BE SOLVED: To provide a paper detecting device enabling it to accurately detect the arrival of the tip of a printing paper even if the contact position of the printing paper is changed. SOLUTION: The paper detecting device has a lever-shaped member 13b for conducting rotation and displacement on a rotating shaft 150 by coming in contact with carried printing paper or releasing the contact; and a sensor 13e for detecting the rotation and displacement of the lever-shaped member 13b. The lever-shaped member 13b has a first contact part 160a and a second contact part 170a with which carried printing paper comes in contact. The first contact part 160a is installed in the upstream position in the carrying direction and formed so as to be almost perpendicularly cross to the recording surface of the carried printing paper and block the carrying passage. The second contact part 170a is installed in the downstream position in the carrying direction of the first contact 160a and formed so as to aslant block the carrying passage from the upstream position in the carrying direction to the downstream position to the recording surface of the carried printing paper.
