PROBLEM TO BE SOLVED: To increase workability by rotating a reel in both directions in such a work as replacing a band body in a winding-up unit formed so that one-way clutches for driving and braking are assembled onto the inner diameter surface of a reel and the reel is rotated intermittently so as to wind up the band body. SOLUTION: Pockets for one-way clutches 2 and 3 are provided in an unlocking member 11 common to the one-way clutch for driving 2 and the one-way clutch for braking 3, rollers 17 and 17' are inserted into the pockets, and the unlocking member 11 is rotated by the operation of a release lever 15. Thus, the rollers 17 and 17' are moved to the more slanted part of a cam surface so as to unlock the lock action.
