PROBLEM TO BE SOLVED: To rationally construct an underground building frame in which concrete is placed on the front face of a soil wall. SOLUTION: When a waterproof sheet 7 is installed onto the surface of the soil wall 2 through foundation boards 6 and the underground building frame is formed by assembling forms 10 and placing concrete, unevenness is adjusted by spraying a foaming material against a broken section formed to the surface of the soil wall and filling the broken section, and the foundation boards are stuck fast on the surface of the soil wall and screwed directly and the foundation boards are connected mutually by joiners. When the forms are assembled, a pin 13 mounted at the front end section of a separator 11 is pierced to the waterproof sheet and the foundation board while the waterproof sheet is pushed by a holding ring 14 fitted to the base section of the pin, and a hole formed to the waterproof sheet by the piercing of the pin is sealed by the holding ring in a manner that water can be stopped.
