PROBLEM TO BE SOLVED: To develop a surface-coated cemented carbide cutting too that is free of uneven wear of a cutting edge face even when used in the high-speed cutting of a difficult-to-cut material such as stainless steel and mild steel accompanied by high temperature generation. SOLUTION: This surface-coated cemented carbide cutting tool has, over the surface of a tool base material of WC-group cemented carbide or TiCN- group cermet, via chemical vapor deposition and/or physical vapor deposition, a hard coating layer of a mean layer thickness of 5 to 30μm comprising one layer or two or more layers out of a TiC layer, TiN layer, TiCN layer, TiCO layer and TiCNO layer; an Al2O3 layer; and an l-TiBCN layer fulfilling, when expressed in a composition formula, TiBxCyNz, where B, C and N represent boron, carbon and nitrogen respectively, x of 0.01 to 0.15, y of 0.45 to 0.75 and z of 0.20 to 0.45, where x+y+z=1, measured with an Auger spectroscopic analysis device for the middle region in the thickness direction in terms of atomic ratios to Ti.
