PROBLEM TO BE SOLVED: To prevent a powder from flushing in an easy-to-handle process by densely and compactly filling the powder with a small bulk density and flushability into A container. SOLUTION: The powder (12) is pneumatically transported from a first container (10) to a second container (14) by vacuum suction using a vacuum conveyer (16). After a predetermined amount of the powder is pneumatically transported, an open/close valve (28) is fully closed and suction by a vacuum pump (38) is continued, thereby generating a high vacuum in the second container (14) to deaerate the powder (12) in the second container (14). Forcible deaeration makes the powder in the second container (14) tight and increases the bulk density, so that the powder is prevented from flushing.
