PROBLEM TO BE SOLVED: To solve a problem that a length of a cut strap elastic sheet is not uniform when a difference is generated in feeding speeds of a drawing means and a carrying means, a strip elastic sheet is compressed or extended, and is cut in a set length in this condition because a conventional cutting method of the strip elastic sheet carries the strip elastic sheet by supporting at two points of the drawing means and the carrying means. SOLUTION: The strip elastic sheet 1 is fed by the drawing means 16, and is guided to the carrying means 18 through a cutting means 15. A tip end of the strip elastic sheet 1 is detected by a sensor 17 for detecting a tip end of a sheet. A cutting control means 31 controls drawing speeds of the drawing means 16 and the carrying means 18, and controls timing for moving an idle roll 6 and a separating roll 8 up and down t support the strip elastic sheet 1 at one point and carry. After the drawing means and the carrying means stop, the cutting means operates.
