PROBLEM TO BE SOLVED: To realize informational protection by using data encoding technology for a mobile station in a radio network. SOLUTION: A transmission and reception circuit 110 receives an encoded signal with RF modulation. A signal processing block 114 performs processing for restoring the encoded signal. An enciphering decoding circuit 116 decodes the signal by using an encoding key. A controller 120 stores the encoding key inputted by a user in a storage device 118. A vocoder circuit 126 restores digitized voice information from the signal, and sends out an analog sound signal to a speaker 128. When transmitting the signal to a radio network, the vocoder circuit 126 converts the analog sound signal received from a microphone 130 into a digitized voice signal. The enciphering decoding circuit 116 encodes the digitized voice signal by using the encoding key. The signal processing block 114 and the transmission and reception circuit 110 perform the processing for the transmission.
