PROBLEM TO BE SOLVED: To solve the problem that hardly soluble powder and granular materials are hardly dissolved and accumulated in the center of the bottom of an agitating tank. SOLUTION: Agitating plates 20, 20a,... are arranged, for example, on the bottom surface of the lower circular disk of a mixing/rotating body to form an uneven surface so that an eddy current is generated at the lower position of the mixing/rotating body and hardly soluble powder and granular materials, which are not dissolved and are accumulated in the center of the bottom of the agitating tank, are raised and sucked together with the liquid from an inflow port provided in the center of the lower part of the mixing/rotating body.
