PROBLEM TO BE SOLVED: To actuate a pumping motor with high operating pressure which applies only water as a hydraulic fluid by introducing a conversion mechanism of reciprocating motion to a continuous rotational motion into the Sugawa actuator which is a hydraulic cylinder with no rod that was come into practice for the first time in the world and achieve an epoch-making high efficiency of 84% for pumped storage generation. SOLUTION: Continuous rotation becomes possible by providing a pair of opposed shafts opposing to input and output shafts of Sugawa actuator which have a pair of parallely fitted input and output shafts at the ends of the actuator, and a shaft rotate those opposed shafts reversely with an oneway clutch between input and output shafts and opposed shafts. Also a mass construction and its application to the pumped storage power generation becomes possible to construct an integrating type unit by connecting multiple units with only internal chains instead of outside chains.
