PURPOSE: A system for discriminating velocity and direction of metal plate is provided to decrease velocity/direction deviation with simple process. CONSTITUTION: The system for discriminating transfer velocity and direction of metal plate comprises a laser beam generation means for outputting laser beam to be irradiated on a moving metal plate(P), wherein the laser beam generation means is a semiconductor laser(10) and is equipped with a main optical fiber(12) for outputting laser beam generated from the semiconductor laser; a division means for dividing laser beam outputted from the laser beam generation means, wherein the division means is equipped with an optical fiber divider(14) connected to the main optical fiber, and first and second optical fibers(16,18) which are connected to the main optical fiber and reciprocally have the same dimensions; an irradiation means for irradiating the divided laser beams on one point of the moving steel sheet, wherein the irradiation means comprises a first sighting lens(20), a second sighting lens(22) and an optical isolator(24); a condensing means for condensing scattered light which is scattered after being reflected from the moving metal plate, wherein the condensing means is a condensing lens; a means for measuring a transfer speed of an object to be transferred by analyzing the scattered light, wherein the speed measuring means is composed of an optical detector(28), a frequency analyzer(30) and a signal processing unit(32); and a moving direction measuring means equipped with an optical detector(34) which is connected to the signal processing unit(32).
