PROBLEM TO BE SOLVED: To provide an optical modulation element which enables to use an inexpensive light source which unnecessitates high speed modulation and array formation, makes it possible to obtain the satisfactory visibility by using emission light which accompanied with no directivity and unnecessitates an accurate aligning technique and an exposure device and a flat display device using the same. SOLUTION: This optical modulation element 25 is provided with a blocking film 27 which is disposed opposite to a light source 23 emitting excitation light, blocks the transmission of excitation light and, on the other hand, transmits fluorescence which is excited by the excitation light, a light shielding film 29 which is alternately disposed with an opening part 37 along the blocking film 27 between the light source 23 and the blocking film 27 and blocks the transmission of the excitation light and the fluorescence and a needle 31 which is moved between an opening part 37 and the light shielding film 29 by means of electromechanical operation, has fluorescent material 45 therein and, therefore, emits the fluorescence by the irradiation of the excitation light.
