PROBLEM TO BE SOLVED: To provide a cosmetic-containing bag of which content becomes a uniform gel like material upon making a contact with water or hot water on its use without essentially forming an un-dissolved flour state material to perform the elution of the desired cosmetic sufficiently and also capable of making the eluting cosmetic in contact with the skin while performing a skin massage by making the bag in contact with the skin. SOLUTION: This cosmetic-containing bag is obtained by blending solid state cosmetic effective materials, a water-absorbing polymer powder and a polyethylene glycol powder in a non water soluble and water penetrable bag, and is characterized by absorbing water on its use.
